William B. Russell

Bill has spent over thirty years as a higher education administrator for both 2-year and 4-year institutions.  During that time he has worked in admissions, enrollment management, and student services / development.

Most recently Bill served as the Associate Vice Chancellor for Adult Education and Institutional Collaboration at the Ohio Board of Regents.  In this role he coordinated the areas of adult workforce education, adult basic and literacy education, college tech prep, college access programs, and the Ohio Skills Bank.  In addition, he played a key role in working with public and private organizations that interact with the University System of Ohio institutions.

In 2003, he joined the Cincinnati Youth Collaborative (CYC) as their first Vice President for College Access Programs.  In this role he managed the largest Educational Talent Search program in Ohio, along with collaborating in a GEAR UP partnership with the University of Cincinnati and Cincinnati State Technical and Community College.

Bill has also written successful TRIO grants for Cincinnati State Community College and spent eight months as acting President of a well-respected Ohio Community College - Southern State Community College.
